David Abramoff
David Abramoff has practiced law in the state of Maryland, advising clients on assessment issues affecting real property taxes for over thirty years. A graduate of The George Washington University Law School with honors, David began as a law clerk for the Honorable Judge Howell W. Melton of the United States District Court for the Middle District of Florida. David then started work in private practice with Venable LLP in 1981 before co-founding his own firm, Abramoff Neuberger LLP, in 1985. At Venable, David first began representing clients regarding their real property tax assessments. David’s practice in this area has since expanded and today includes all types of real property across the State of Maryland. David Abramoff is co-editor of the multi-volume publication chapter “Procedure – Tax Property” of the Maryland Institute for Continuing Professional Education of Lawyers
Alexander H. Bushel
Alex Bushel is a graduate of the University of Richmond and the University of Kentucky College of Law. He has been a member of the Kentucky bar since 2008 and the Maryland bar since 2009. Alex returned to Maryland and began practicing at Basik, Bushel & Bushel in 2010, where he began representing clients in a wide range of state and local tax matters. His practice includes assessment appeals through the administrative process up to and including valuation trials before the Maryland Tax Court. He has also argued Petitions for Judicial Review before Circuit Courts, the Court of Special Appeals, and the Court of Appeals. Beyond assessment appeals, Alex has assisted clients in obtaining complex charitable and educational exemptions, Enterprise Zone, Brownfields, and other real property tax credits. He is a chapter author of the ABA Sales and Use Tax Deskbook, chapter author for Maryland Taxes, and served on the Maryland State Bar Association’s Tax Section Council.
T. Scott Basik - Of Counsel
Scott Basik received his JD degree, cum laude, from the University of Baltimore School of Law and his LLM degree in taxation from Georgetown University. Scott served as an Assistant Attorney General for Maryland, representing the Department of Assessments and Taxation from 1980 to 1983. He then entered private practice with Semmes, Bowen & Semmes. In 1991, Scott formed Basik & Bushel with Kaye B. Bushel. Basik & Bushel was the first firm in Maryland to focus on state and local taxation, drawing on the principals’ combined experience representing Maryland’s Department of Assessments and Taxation. Scott has been a chapter author of the ABA Property Tax Handbook, the ABA Sales and Use Tax Deskbook and MICIPEL publication on Maryland taxes. Scott is also a frequent speaker on Maryland tax matters.
Kaye Brooks Bushel - Of Counsel
Kaye Bushel has been practicing law since 1971. She served for 15 years at the Office of the Attorney General for Maryland and spent most of that time as Principal Counsel to the Department of Assessments and Taxation. In 1991, she returned to private practice, forming Basik & Bushel with former colleague Scott Basik. Basik & Bushel was the first firm in Maryland to focus on state and local taxation, drawing on the principals’ combined experience representing Maryland’s Department of Assessments and Taxation. Kaye is a graduate of the University of Maryland and the University of Maryland School of Law. She is licensed to practice law in Maryland.
